In 1992, Colorado became one of the first states to embed discrimination against the LGBT community in its constitution. 16 years later Colorado's Hate Crimes Laws, Employment Nondiscrimination Laws, and as of yesterday, its Housing and Public Accommodations Nondiscrimination Laws all include the LGBT community. Today is a great victory for our community, especially in Colorado Springs! Please help us thank our local legislative heroes who made this bill possible. Gov. Bill Ritter signed a bill Thursday that makes it illegal in Colorado to discriminate against gays, bisexuals and transgendered people when buying a home, renting an apartment or using public accommodations.
"The governor felt that this bill, SB200, was about fairness and treating people equally," said Evan Dreyer, spokesman for the governor's office. "It essentially updates anti-discrimination laws that in some cases have not been updated for 50 years."
Bruce DeBoskey, regional director of Denver's Anti-Defamation League, a civil rights organization, said the law was a step forward for Coloradans.
"No one should be denied housing or public accommodations solely because of his or her sexual preference," DeBoskey said.
One aspect of the law enables transgenders - those who were born one gender but identify with the other - to use public restrooms in which they feel most comfortable.
Beginning May 21, Focus on the Family and Colorado Family Action began sponsoring radio advertisements on four radio stations in Colorado Springs and Denver denouncing the bill. The ads warned that cross-dressing predators could endanger children by using restrooms designated for the opposite sex.
Focus founder James Dobson said Thursday:
"Who would believe that the Colorado state Legislature and its governor would have made it legal for men to enter and use women's restrooms and locker-room facilities without notice or explanation?
"Henceforth, every woman and little girl will have to fear that a predator, bisexual, cross-dresser or even a homosexual or heterosexual male might walk in and relieve himself in their presence," Dobson said.
DeBoskey denounced Dobson's view.
"It is unfortunate that they feel they have to exaggerate the dangers and play on people's fears," DeBoskey said. "This law is about fairness and justice for all people living in this state."
Last May, Sen. Jennifer Veiga, D-Denver, introduced the forerunner to SB200 known as SB25, a bill that prohibits employment discrimination against gays, bisexuals and transgendered people. Ritter signed it into law. SB200, which Veiga also introduced, extends the rights of these people to housing and public accommodations.
"This is a law whose time has come," said Ryan Acker, executive director of the Pikes Peak Gay and Lesbian Community Center in Colorado Springs.
"The passing of this bill shows that Colorado is a progressive state," Acker said.

On behalf of the El Paso County Stonewall Democrats, we wish to magnanimously thank Governor Bill Ritter for boldly rising up in the face of unfounded fear-mongering, illogical prejudices and divisive hate-speech, to sign into law this very progressive Vehicle of True Equality which we find in SB200 - The authentically all-inclusive Equal Accommodations Bill. With this stroke of his pen, our Governor has erased one of the last vestiges of unreasonable, government-sanctioned discrimination; and has once again elevated this fair State of Colorado high above the dark, Apartheid-like days of the Amendment 2 anti-LGBT, community-dividing fiasco - a scandal which in the minds of many, had saddled it with the ignominious moniker of "The Hate State". We are exceedingly grateful that that day is done - and a new day has dawned for all fair-minded Coloradans! We also commend once again Senator Jennifer Veiga for her wisdom and courage in authoring SB200; and likewise extend heart-felt gratitude to each legislative sponsor, out-spoken political advocate and grassroots ally who supported this huge, victorious step into a more positive socio-economic future for all of the citizens of Colorado.

In partnership with Pikes Peak Gay & Lesbian Community Center (the Pride Center), Colorado Anti-Violence Program (CAVP) is working to expand victim services for GLBT people in Colorado Springs and the Pikes Peak Region. CAVP has an immediate opening for a Part-Time Victim Advocate who will work out of the Pride Center offices in Colorado Springs. Position Status
Position is a .25 FTE supervised by the Director of Victim Services.
Position Description
This position was created to coordinate the provision of direct services for LGBTQ victims of violence and crime in specific partnering communities. The part time victim advocate will work in partnership with the Pride Center to provide community appropriate support, advocacy, and CAVP services for local LGBTQ victims of violence. In addition to working directly with service recipients, this position also requires tracking and documentation of direct services and some community outreach and education.
Preferred Qualifications
Excellent written and verbal communication skills.
Self-directed and able to work independently.
Two years previous experience in victim assistance work (volunteer or paid).
Thorough understanding of gay, lesbian, bisexual, transgender, and queer issues.
Knowledge and/or experience in the following areas: bias-motivated violence, domestic violence, sexual violence.
Commitment to building a strong, multicultural movement for social change.
Position Responsibilities
Provide CAVP direct services (including peer/crisis counseling, emergency shelter, emergency financial assistance, referrals, information, court accompaniment, advocacy, etc.) to LGBTQ victims of violence and crime who contact the Pride Center and/or CAVP for assistance.
Develop and maintain local referral listings and safe contact list.
Coordinate direct services with other CAVP staff and/or crisis hotline volunteers.
Under the guidance of the Director of Victim Services, represent the agency and program at relevant public events, community meetings, and coalition meetings.
Maintain accurate and timely documentation of services with standardized CAVP intake forms.
Build and sustain a cooperative partnership with the Pride Center as a representative of CAVP.
Contribute to preparation of statistics, based on client intakes, for use in local and national reports on LGBTQ violence.
Under the supervision of the Director of Victim Services, assist with community and institutional responses to incidents of violence against LGBTQ people, specifically in local community.
Assist in meeting requirements of government and foundations grants including preparing quarterly reports.
Support operation of the Pride Center as appropriate.
Other administrative or technical duties as required.
MINIMUM REQUIREMENTS: Must have high school diploma/equivalent (background in social services, community organizing preferred), be detail oriented with multi-tasking abilities, be innovative and creative, have applicable experience working (volunteering) with and for the LGBT community, be sensitive to issues facing the many aspects of the LGBT community and be able to communicate empathy to clientele, have a strong sense of client/provider ethics, and must maintain the highest level of confidentiality. Must have at least 3 years customer service experience, and have at least 1 year experience in conflict resolution. Must have at least 1 year general office experience, and must have experience in developing and designing publications. Must be able to work independently, and within a team setting. Must have a passion to assist in the fulfillment of PPGLCC's mission "to empower the LGBT people of the Pikes Peak Region and Southern Colorado to achieve civil and social equality, by providing resources, supporting the development of LGBT groups and organizations, advocating for LGBT interests, and promoting a sense of community."

The location of Bacchus wine tastings vary. Approximately fifty people get together once a month to taste through a given wine theme. At the wine tasting you might taste 3 different Chilean Cabernets and 3 different California Chardonays in various price ranges. The idea is to taste a broad section of wines and to get a sense of style and quality available in different price ranges. All wines are purchased from Vintage's Wines 9 S. Tejon St. in Colorado Springs, and each wine tasting is led by a representative of Vintage's.

New York to Back Same-Sex Unions From Elsewhere

ALBANY - Gov. David A. Paterson has directed all state agencies to
begin to revise their policies and regulations to recognize same-sex
marriages performed in other jurisdictions, like Massachusetts,
California and Canada.
In a directive issued on May 14, the governor's legal counsel, David
Nocenti, instructed the agencies that gay couples married elsewhere
"should be afforded the same recognition as any other legally
performed union."
The revisions are most likely to involve as many as 1,300 statutes and
regulations in New York governing everything from joint filing of
income tax returns to transferring fishing licenses between spouses.
In a videotaped message given to gay community leaders at a dinner on
May 17, Mr. Paterson described the move as "a strong step toward
marriage equality." And people on both sides of the issue said it
moved the state closer to fully legalizing same-sex unions in this
state.
"Very shortly, there will be hundreds and hundreds and hundreds, and
probably thousands and thousands and thousands of gay people who have
their marriages recognized by the state," said Assemblyman Daniel
O'Donnell, a Democrat who represents the Upper West Side and has
pushed for legalization of gay unions.
Massachusetts and California are the only states that have legalized
gay marriage, while others, including New Jersey and Vermont, allow
civil unions. Forty-one states have laws limiting marriage as a union
between a man and a woman.
Legal experts said Mr. Paterson's decision would make New York the
only state that did not itself allow gay marriage but fully recognized
same-sex unions entered into elsewhere.
The directive is the strongest signal yet that Mr. Paterson, who
developed strong ties to the gay community as a legislator, plans to
push aggressively to legalize same-sex unions as governor. His
predecessor, Eliot Spitzer, introduced a bill last year that would
have legalized gay marriage, but even as he submitted it, doubted that
it would pass. The Democratic-dominated Assembly passed the measure,
but the Republican-led Senate has refused to call a vote on it.
Short of an act by the Legislature, the directive ordered by Mr.
Paterson is the one of the strongest statements a state can make in
favor of gay unions.
"Basically we've done everything we can do on marriage legislatively
at this point," said Sean Patrick Maloney, a senior adviser to Mr.
Paterson. "But there are tools in our tool kit on the executive side,
and this is one."
The directive cited a Feb. 1 ruling by a State Appellate Court in
Rochester that Patricia Martinez, who works at Monroe Community
College and who married her partner in Canada, could not be denied
health benefits by the college because of New York's longstanding
policy of recognizing marriages performed elsewhere, even if they are
not explicitly allowed under New York law. The appeals court said that
New York must recognize marriages performed in other states that allow
the practice and in countries that permit it, like Canada and Spain.
Monroe County filed an appeal with the state's highest court, the
Court of Appeals, but it was rejected on technical grounds. The county
has not decided whether to file another appeal, a county spokesman
said on Wednesday. The Court of Appeals has previously ruled that the
state's Constitution did not compel the recognition of same-sex
marriages and that it was up to the Legislature to decide whether do
so.
Groups that oppose gay marriage said the governor was essentially
trying to circumvent the Legislature.
"It's a perfect example of a governor overstepping his authority and
sidestepping the democratic process," said Brian Raum, senior legal
counsel for the Alliance Defense Fund, a national organization opposed
to same-sex marriage. "It's an issue of public policy that should be
decided by the voters."
Gay rights advocates, however, applauded Mr. Paterson, saying the
broad directive would make it clear that gay couples wed in other
states were entitled to all of the benefits of marriage in New York
and relieve them of the burden of challenging or suing individual
agencies.
"He saw no reason to stand in the way of making sure these couples
benefit from the rights and protections that come with marriage," said
Susan Sommer, senior counsel for Lambda Legal, a group that advocates
for gay rights. "It shouldn't be the burden of each lesbian or gay
couple to have to advocate before an agency every time a new issue
comes up."
In the directive, Mr. Nocenti wrote that state agencies should review
all rules and regulations to determine whether they conflict with
recognition of same-sex marriages and report back to him by June 30.
Mr. Nocenti said that state agencies that did not provide "full faith
and credit to same-sex marriages" could be subject to liability.
He said that many changes could be made through internal memos or
policy statements, but that regulatory changes might be needed in some
cases.
Mr. Nocenti directed agency heads to a list of state regulations and
statutes that were likely to need overhaul, including measures
affecting a spouse's ability to collect a deceased spouse's pension
and to continue to use public housing.
In addition to conferring more rights on gay couples, the changes
might also require more responsibilities. For example, the order that
required certain employees of the executive branch to file financial
disclosure documents for their spouses would also apply to gay
spouses.
It is less clear what the directive means for state policies that are
not enforced by state agencies but by the courts, like those that
govern child custody or protect a husband and wife from having to
testify against one another about statements they made to each other
while married.
Coincidentally, Mr. Nocenti's directive was dated one day before the
California Supreme Court ruled that same-sex couples have a
constitutional right to marry. Gay marriage proponents said they
expected that ruling, which will take effect in mid-June unless the
court grants a stay, will lead some gay couples in New York to marry
in California so they can take advantage of the protections under New
York law.
Of course, many gay New Yorkers might find Canada to be a more
convenient option, some gay rights supporters pointed out. Mr. Nocenti
also said that marriages performed in Massachusetts should be
recognized in New York, though Massachusetts, unlike California, does
not permit gay residents from other states to be married there if
their home state prohibits same-sex unions.
While gay rights advocates widely praised the spirit of Mr. Paterson's
policy, some saw more than a little irony in the fact that New York
has yet to allow gays to marry.
"If you're going to treat us as equals, why don't you just give us the
marriage license?" said Alan Van Capelle, executive director of Empire
State Pride Agenda. "So this is a temporary but necessary fix for a
longer-term problem, which is marriage equality in New York State."
Poll: Majority of Californians back gay marriage

SAN FRANCISCO (AP) - More California voters now support allowing same-sex marriage than oppose it, according to a new poll released Wednesday.
The results mark the first time in over three decades of polling that more California voters have approved of extending marriage to gay couples than have disapproved, said Field Poll director Mark DiCamillo. The survey of 1,052 registered voters was conducted over the phone.
"I would say this is a historic turning point or milestone," DiCamillo said. "We have speculated in the past there would be some time in the future when a majority would support same-sex marriage. Well, the lines have crossed."
The poll found that 51 percent of respondents backed legalizing same-sex marriage and 42 percent opposed it, DiCamillo said.
In 2006, when participants were asked, "Do you approve or disapprove of California allowing homosexuals to marry members of their own sex?" 44 percent said they approved and 50 percent objected. In 1977, the first year Field posted the question to voters, 28 percent approved and 59 percent were opposed.
The poll was conducted from May 17 to May 26 in the days after the California Supreme Court handed down its historic ruling legalizing same-sex marriage in the nation's most populous state. A smaller percentage of respondants_ 48 percent - said they agreed with the court's decision and 46 percent disagreed.
DiCamillo said the jump in support for same-sex marriage indicates that voters were "influenced in some way by the judgment of the high court."
"I am left to surmise that had some impact on voters who might have been on the fence or marginally opposed," he said.
Voters were similarly divided on the subject of a proposed ballot initiative that would overturn the court's ruling by putting a gay marriage ban in the state constitution. Field asked respondents about it two ways - once referencing the specific measure a group is seeking to get on the November ballot and once talking about a marriage amendment more generally.
Fifty-four percent opposed the amendment when presented with the issue generally, a figure that dropped to 51 percent when respondents were told they might have the chance to vote on a specific measure in November. Support for the amendment stood at 40 percent and 43 percent.
DiCamillo said the numbers could change once the amendment qualifies for the ballot, but the early results indicate "the concept itself is not widely embraced."
The Field Poll's finding conflicts with a Los Angeles Times/KTLA poll of 705 voters released last week that found 54 percent backed the proposed gay marriage ban and 35 percent opposed it. The Field survey had a margin of sampling error of plus or minus four percentage points on the general amendment question, and plus or minus five percentage points on the more specific question.
Andrew Pugno, legal adviser for the coalition of religious and social conservative groups sponsoring the measure, said the Times poll is more consistent with his group's internal polling.
"We could acknowledge there has been increasing acceptance of the idea of gay relationships over the last 10 or 20 years, but we think when it comes to marriage there is still a solid majority who want to see it reserved for a man and a woman, and that is all this initiative is about," Pugno said.

As the American Psychiatric Association begins to consider revisions
for the Diagnostic and Statistical Manual of Mental Disorders
(DSM-V), LGBT advocates say that community members need to have a
series of discussions to determine how to unite around the future of
Gender Identity Disorder.
GID - recorded as 302.85 according to the DSM-4, and 302.6 as it
relates to children - is defined as strong and persistent
cross-gender identification (not merely a desire for any perceived
cultural advantages of being the other sex). The disorder requires
that some degree of suffering be present, and it is not meant to
describe gender nonconformity, though therapists and advocates say
that the diagnosis can be misused.
The diagnosis is controversial in many camps. Some LGBT advocates
say that GID stigmatizes trans people and continues to be a loophole
for treating homosexuality as a mental illness. Some trans people,
on the other hand, do not favor removing GID from the DSM, because
it serves as one of the only ways to access sexual reassignment
procedures.
Most people, said transgender activist Jamison Green, fall somewhere
in between: recognizing that "we need some kind of mechanism to
provide access to transitions," while also wanting to challenge the
psychiatric assumptions about a range of gender-nonconforming
identities.
Transgender activist Julia Serano concurs.
"A lot of us agree what the best future would be - where transness
isn't seen automatically as some kind of mental illness but where
those of us who need to transition have access to the means of
transition," she said. "The real question is how to get there.
There's a lot of disagreement, and we really need to talk among
ourselves."
Green's ultimate goal is removing GID from the DSM, though he thinks
gender-"related" diagnoses could be useful for people dealing with
social issues related to their gender variance.
"Gender identity as a category that can be disordered should be
removed," said Green. "But gender variance as social issue ought to
be acknowledged. People are going to be in distress and suffer
social impairment as a result of being gender-variant and may
require assistance of a mental health provider ... but we shouldn't
be trying to fix the gender variance."
In the interim, Green's more immediate concerns are with rewriting
the GID diagnosis as it stands. Green worries that "there's no way
to get out of the diagnosis once you've gotten it." He also doesn't
think the diagnosis should hold gender-variant people responsible
for the way society reacts to gender.
"I'd like to see the APA put out a statement that gender variance is
a normal, human condition, and that stereotypes are not desirable,"
he said.
Gender therapist Arlene Istar Lev said her ultimate goal is to see
GID removed from the DSM.
"It shouldn't be in a psychiatric manual; it should be a medical
diagnosis," she said. "That doesn't mean there aren't special needs
from therapists, who need to be educated when they're working with
any minority person about the specific issues that people face. But
a trans client who is depressed can be diagnosed with 'depression'
rather than a gender disorder."
Some LGBT advocates think moving GID out of Sexual Disorders and
into the Childhood Disorders section of the DSM would help to
alleviate some of the stigma, by validating patients' long-term
gender identities and distancing GID from patients with sexual
fetishes.
Placement in the nomenclature "is an open question and a reasonable
question," said the APA's Dr. William Narrow. "I personally would
like to see what this workgroup would like to say about sexual and
gender identity disorders being together. It certainly is
understandable that child molesters and sexual dysfunction don't
have anything to do with gender identity disorders."
But other activists point out that such a move could further
stigmatize those who did not identify along transgender lines until
they were adults, including some trans people who say they are
already inaccurately defined as "paraphiliacs."
At least one DSM workgroup member, Ray Blanchard, Ph.D., believes
some trans women are "autogynephiliacs" - individuals sexually
aroused by themselves as women - which means the LGBT community may
need to keep its eye on more than just GID, said Serano.
"Because trans activists are so up in arms about the GID diagnosis,
I worry that little attention will be paid to diagnoses such as
transvestic fetishism and the possible inclusion of 'autogynephilia'
in the paraphilia section, both of which specifically pathologize
people on the trans feminine/MTF spectrum," said Serano. "In my
experience, many folks on the trans masculine/FTM spectrum are
oblivious to these diagnoses, or unconcerned by them, because they
are not personally affected by them."
The DSM discussion might therefore require that LGBT organizing be
more united and collaborative than ever.

POSITION: Field Organizer
RESPONSIBLE TO: Field Manager
SUMMARY: Under the supervision of the Field Manager, the Field Organizer is responsible for implementing a measurable field operations plan to increase overall support for reproductive justice in Colorado and other states within the PPRM region as necessary (MO, NM, NV, WY). An essential component of the job is community relations through recruiting and maintaining an activist base in targeted communities. The Field Organizer will also coordinate mobilization for phone banks, legislative activism, canvassing, volunteer trainings, get out the vote initiatives, voter education, and outreach booths. Serves as a member of PPRM's Public Affairs team and assists in educating local, state and federal office holders and voters on issues critical to the mission of Planned Parenthood. This position is based in Denver with travel to assigned areas of the state. The Field Organizer is a full-time, salaried, exempt position.
QUALIFICATIONS: Commitment to Planned Parenthood mission. A college degree or demonstrated equivalent experience in a relevant field, campaign organizing skills and database management experience are strongly preferred. This position requires strong interpersonal communication skills, especially comfort in asking people to take action. Excellent written and oral communication skills required. Public speaking experience preferred. General knowledge of legislative and electoral processes required. Excellent computer skills including database management and Microsoft Office programs required.
RESPONSIBILITIES:

POSITION: Public Policy Manager
RESPONSIBLE TO: VP of Public Affairs
SUMMARY: Under the direction of the VP of Public Affairs, the PPRM Public Policy Manager will be responsible for managing government, legislative, and regulatory strategies including, but not limited to: identifying and responding to legislative and regulatory issues affecting PPRM, participating in state and federal lobby efforts, developing and implementing public policy campaigns, and coordinating related activities in support of 501(c)(3) and 501(c)(4) objectives. The Public Policy Manager will work in collaboration with the Field Manager to develop plans, define targets, and identify resources needed for the promotion of PPRM's public policy agenda. This position works to incorporate inclusivity into PPRM's Public Affairs work. The Public Policy Manager is a full-time, salaried, exempt position.
QUALIFICATIONS: Commitment to Planned Parenthood mission. Completion of Bachelor's degree in related discipline with advanced degree preferred. Three to five years of relevant experience that demonstrates excellent strategic, analytical, and persuasive communication skills. Demonstrated knowledge of legislative, regulatory, and electoral processes. Must be able to travel within and around five state regions (CO, MO, NM, NV, WY) and must possess valid drivers license. Researches, analyzes, and prepares summaries of existing laws and regulations relevant to PPRM.
Assists in the development and execution of public affairs events including legislative conferences, lobby days, fundraisers, and candidate workshops.
Provide education, training, and other technical assistance on legislative and regulatory issues to PPRM staff and other identified stakeholders.
Researches and reviews a wide range of publications for identification of research, data, and other relevant information to be used to support PPRM's public policy goals.
Works with Media Relations staff to help develop and implement an aggressive media strategy for education and advocacy on identified state and federal issues.
Coordinates public policy activities with the national office of Planned Parenthood, Planned Parenthood Federation of America (PPFA) for effective advocacy implementation at the state level and provides requested support for issues at the federal level.
Communicates with staff, volunteers, activists, and other constituents about public affairs work through electronic mail, phone calls, mailings, newsletters, and other communicative vehicles.
